LCISD's total school district tax rate has decreased from $1.54 per $100 of taxable value in 2019 to $1.1669 in 2025 - a reduction of approximately 24% over six years.
This chart shows a proposed total tax rate of $1.1969 for 2026, which would take effect if the VATRE is approved. If the proposed rate increase is approved, LCISD's tax rate ranking (fifth) among Lubbock County school districts would remain unchanged.

There are two components of the school district tax rate: Maintenance & Operations (M&O) and Interest & Sinking (I&S). Both are separate funds and serve two distinctly different purposes in the district's funding.
The M&O tax rate funds the day-to-day operations of the district, including employee compensation (85% of LCISD's M&O budget), student programs and services, instructional supplies, safety and security, utilities, transportation, and other operating expenses.
The I&S tax rate is used specifically to pay off voter-approved bonds, which fund construction projects like new campuses, building improvements and additions or renovations to campuses, and other district capital projects and infrastructure upgrades that are not considered day-to-day expenses. The revenue from the I&S tax rate cannot be used to fund district operations, including salaries, student programs, or classroom supplies.
The M&O tax rate and the I&S tax rate are combined to create the district's overall tax rate.

If approved, LCISD's proposed VATRE would increase the district's Maintenance & Operations (M&O) tax rate by $0.03 per $100 of taxable property value. The average value of a home in LCISD is $358,669. After the application of the $140,000 Homestead Exemption, this would result in a monthly tax increase of $5.50 per month or $65.60 annually. This chart helps explain the tax rate implications for various home values.
(Homeowners aged 65+ who qualify for a property tax freeze and have not made improvements on their residence will not be impacted by this increase, as their school district taxes remain subject to the statutory tax ceiling.)

You may have heard that the Lubbock-Cooper ISD Board of Trustees called for a Voter-Approval Tax Rate Election (VATRE) to appear on the ballot this upcoming election. A VATRE allows voters to decide whether a school district may increase its Maintenance & Operations (M&O) tax rate to generate additional funding for day-to-day operations.
LCISD's November VATRE proposes adding three “golden pennies” to the district's M&O tax rate. If approved, this would increase the district's tax rate by $0.03 per $100 of taxable property value. (Homeowners aged 65+ who qualify for a property tax freeze and have not made improvements on their residence will not be impacted by this increase, as their school district taxes remain subject to the statutory tax ceiling.)
These three pennies would also generate an additional $1.39 in state funding for every $1 collected in local revenue. The resulting revenue would help LCISD address inflation and ongoing operating costs.
