Born on September 12, 1961, in the vibrant community of Borde Narve Village, Beckles has dedicated her life to serving the people of Trinidad and Tobago with unwavering commitment and passion. A proud alumna of the University of the West Indies and the Hugh Wooding Law School, Beckles was called to the bar in 1988 and established her legal practice in Arima just two years later, embodying the spirit of resilience and determination. In 2000, she became the elected Member of Parliament for Arima, serving with distinction until 2010. Throughout her tenure, she excelled in various ministerial roles, including Minister of Social Development, Minister of Culture and Tourism, and Minister of Public Utilities and the Environment, paving the way for transformative initiatives that lifted communities and enriched lives. In a landmark achievement, Beckles made history as Trinidad and Tobago’s first female Deputy Speaker from 2007 to 2010, where she championed equality and inclusion in governance. Her leadership continued as she served as the Leader of Opposition Business in the Senate from 2010 to 2013, advocating for the rights and voices of the underrepresented. Beckles’ dedication to advancing women’s rights on an international scale was recognized when she was appointed as Trinidad and Tobago’s Permanent Representative to the United Nations from 2016 to 2020. In 2019, she earned the esteemed role of Co-Chair President of the UN Women Executive Board, a testament to her commitment to creating a just and equitable world. Returning to local politics in 2020, she once again represented Arima as Minister of Housing and Urban Development, and later as Minister of Planning and Development, driving initiatives that shaped the future of urban living in Trinidad and Tobago. On May 6, 2025, Pennelope Beckles made history once more as she was sworn in as the Leader of the Opposition, becoming the first woman to hold this prestigious role in the People’s National Movement. Her journey is not just a story of political ascent; it is a powerful narrative of dedication, empowerment, and the relentless pursuit of progress. A lover of culture and the arts, Penny is also an avid sports fan having attained many achievements in table tennis during her university career. Some of the issues that she is most passionate about are youth development, gender, equality and justice. The future of local democracy in Trinidad and Tobago deserves serious scrutiny.
The Municipal Corporations (Amendment) Bill, 2026 proposes significant changes to our local government system — new boroughs, altered boundaries, changes to electoral districts and, through Clause 4, greater political-party control over the appointment of aldermen.
At the same time, PNM-controlled corporations have already raised serious concerns about reductions in funding.
So the questions must be asked:
Where is the proportionality?
Where is the transparent justification for these changes?
Where will the additional funding come from to staff and operate new municipal bodies?
And why should political parties be given greater power over local representatives after they have already been appointed?
Democracy. Fairness. Proper representation. These things matter.

The Death of Democracy in T&T
Perhaps the words “rolling dictator” have become synonymous with our Prime Minister when she proposes to gerrymander our Constitution to bolster the UNC.
Imagine three new corporations, all held by UNC MPs and traditionally regarded as UNC strongholds. To that, I ask: where is the proportionality?
This has become unthinkable, unbelievable and unacceptable.
It raises a serious question: what lengths will they go to in order to steal an election and maintain their status quo?
Further, funding has been cut significantly in PNM areas since the 2025/2026 Budget. When three new boroughs are introduced, with new staff required and an overwhelming demand from residents for services, where will this additional funding come from?
Clearly, PNM corporations will now be further starved of funds while Government creates these three unnecessary corporations.
This Government is out of control and hell-bent on creating a dictatorship in Trinidad and Tobago. This is not the Trinidad and Tobago I know.

KAMLA’S CURIOUS CABINET RESHUFFLE
The Prime Minister continues to play smart with foolishness. Having seen Kamla’s public denial, just days ago, that a Cabinet reshuffle was being considered, the nation awoke this morning to the announcement of a major portfolio reshuffle, done, as usual, in the dead of night.
Following what has been a record of no delivery, no action and no performance, other than the Landmark scandal, Saddam Hosein has been rewarded with responsibility for key agencies and programmes. The new assignments give him responsibility for, among other areas, the Government-Aided Self-Help Housing Programme, the Housing and Village Improvement Programme and several state enterprises.
Additionally, a critical programme such as the On-the-Job Training Programme, already floundering under Prakash Persad, is now set to receive last rites, having been moved to the Ministry of Public Utilities under Barry Padarath.
One wonders whether these reassignments have resulted from any serious reflection on the national interest, or whether they have much more to do with the UNC’s internal elections.
Are our young people, already threatened by harsh restrictions and fines courtesy the UNC, now to be used as pawns in a recruitment and mobilisation drive for a particular aspiring Prime Minister within the UNC?
After a year of non-performance by Ministers, the Prime Minister, absentee Parliamentarian and queen of social media edicts, has perpetrated yet another sleight-of-hand Cabinet reshuffle, which raises serious questions about whether these changes are being driven by the national interest or by internal power struggles within her own party and the incessant need to pacify the friends and financiers of the UNC.
Enough is enough.
The country deserves stable, patriotic and people-centred leadership that puts the national interest first.

WE AWAIT BUDGET 2026.
So many promises were made.
But where is the delivery?
People were promised homes.
Did they build any houses?
The people deserve answers.
Now, we await the Budget.
Will this Bill Protect Young People?
The Opposition Leader questioned whether the Government had adequately demonstrated how the measures would be enforced and what their practical consequences would be for families, businesses, young workers, entertainment, Carnival and communities. She warned of the potential for activity to move into an underground economy if restrictions are imposed without sufficient enforcement capacity. She called for evidence demonstrating that the proposed age limits and penalties are necessary, proportionate and capable of achieving their stated objectives.

LEADER OF THE OPPOSITION PENNELOPE BECKLES MP RAISES FIVE MAJOR CONCERNS OVER MISCELLANEOUS PROVISIONS BILL
Leader of the Opposition, the Hon. Pennelope Beckles MP, raised five major concerns during debate on the Miscellaneous Provisions (Alcohol, Cannabis, Dangerous Drugs, Gambling and To***co) Bill, 2026, warning that legislation of this magnitude requires greater scrutiny, consultation and evidence before it is implemented.
1. Inadequate Time for Parliamentary Scrutiny
2. The Need for Consultation and a Joint Select Committee
3. Disproportionate Increases in Penalties
4. The Impact on Children and Young People
5. Enforcement, Evidence and the Real-World Impact
Mrs. Beckles stressed that legislation cannot substitute for policing, penalties cannot substitute for rehabilitation, and criminalisation cannot substitute for opportunity. She maintained that protecting young people requires not only restrictions, but also education, employment, guidance, rehabilitation and meaningful opportunities for a productive life.
This punitive legislation is being brought after members of the Government used young people, smiling with them and dancing with them on the campaign trail.
Now the Government wishes and hopes to tax the nation’s youth because they do not have revenue.
The Government has failed to announce the Budget debate, but seeks to tax the nation’s youth into prosperity.
End of September and we still don’t know about our funds.
I wonder when will the Budget be read? I want to know about the funds.
What is this Government doing with our funds? What have they done with our funds from last year?
Tempa was right! The Country needs to know when the Budget will be read.
The Government Continues to rush legislation through the Parliament.
Trinidad and Tobago take note.
Earlier today, I addressed members of the media ahead of Parliament’s sitting.
I stated that the Opposition will be writing to the President, Her Excellency Christine Kangaloo, regarding statements made by the Prime Minister concerning the Independent Senators.
The independence of our institutions and the constitutional roles entrusted to them must always be respected.
