JGC Fluor (JFJV) - prime contractor of the LNG Canada plant construction project

In October 2018, LNG Canada made a final investment decision to build its liquefied natural gas (LNG) export facility in Kitimat, British Columbia, Canada. The project represents the largest energy investment in Canadian history. The LNG export facility will liquefy surplus Canadian natural gas so it can be safely exported to help meet global energy demands. A joint venture between JGC Corporation and Fluor Corporation – JGC Fluor BC LNG JV – was selected by LNG Canada Development Inc. to be the engineering, procurement and construction (EPC) contractor for this proposed liquefied natural gas (LNG) export terminal. The joint venture was established to leverage JGC’s extensive experience of LNG projects worldwide, as well as Fluor’s expertise accumulated from its outstanding track record of completing mega-sized projects in North America. The proposed LNG export facility will liquefy surplus Canadian natural gas so that it can be safely exported to help meet global energy demands. The facility will initially consist of two LNG processing units, referred to as trains, each with the capacity to produce at least 6.5 million tons per annum (mtpa) of LNG per train.

Community Notification: Early Works Construction Activities to Start at LNG Canada Project Site

On September 29, 2026, JGC Fluor BC LNG II JV (JFJV2) received a Notice to Proceed (LNTP) from LNG Canada and its joint venture partners for the Phase 2 expansion of the LNG Canada Project.

To support LNG Canada's project phase 2 schedule and ensure key milestones are met, JFJV2 will begin a series of Early Works construction activities. These activities are scheduled to commence on October 1, 2026, and are expected to continue for approximately four months.

What to Expect
Beginning October 1, 2026, JFJV2 will start construction activities at the LNG Canada Project site. Work will be limited to designated Early Works areas, including:

• Construction of the water treatment system
• Grading, excavation, and piling activities in the LNG Storage Tank 2 area
• Grading activities in the LNG Processing Train 3 area

Construction activities will be restricted to these designated work zones and are expected to be completed by February 2027.

Site Management and Safety
As part of the Early Works program, JFJV2 will implement a staged, area-based transfer of Project Site primacy beginning October 1, 2026. Under this approach:

• JFJV2 will progressively assume Prime Contractor responsibility for specific Early Works areas.
• LNG Canada will retain responsibility for all areas that have not yet been transferred.
• JFJV2 will establish physical greenfield/brownfield demarcation fencing around active work areas.
• Permit systems, site supervision, health, safety and environment (HSE) management, and oversight measures will be implemented within transferred work areas.

The full transfer of Project Site primacy is planned for February 2027.

Workforce and Operations
Some members of the construction workforce will be accommodated at the Horizon North and Sitka camps and transported to and from the project site by mini-bus. To safely and efficiently complete the work, some construction activities may occur during night shifts.

JFJV2 remains committed to conducting all work safely and responsibly while minimizing impacts on the surrounding communities.

JGC-Fluor Joint Venture Selected for LNG Canada Phase 2 Expansion Following Final Investment Decision

JGC Corporation and Fluor Corporation announced today that its JGC Fluor BC LNG II joint venture (JFJV2) has been selected to deliver engineering, procurement, fabrication, construction and commissioning for Phase 2 of LNG Canada’s liquified natural gas (LNG) export facility in Kitimat, British Columbia.

The joint venture received Notice to Proceed (NTP) following LNG Canada’s final investment decision (FID) yesterday.

The Phase 2 award builds on the joint venture’s successful delivery of Phase 1 and its established track record on the project.

“LNG Canada Phase 1 was a landmark achievement for Fluor, and we are excited to carry that momentum into the next chapter,” said Jim Breuer, Chief Executive Officer of Fluor. “The decision to proceed with Phase 2 reflects confidence in Canada’s ability to responsibly develop its natural gas resources and connect them with global markets. Our teams will apply the experience and lessons learned from Phase 1 to deliver a successful project.”

Masayuki Sato, Representative Director, Chairman, President & CEO of JGC Holdings Corporation, commented: “We are proud to continue our contribution to this landmark project as the Phase 2 expansion moves forward following LNG Canada’s final investment decision and issuance of NTP. Building on the successful delivery of Phase 1, we will work closely with LNG Canada and Fluor to help ensure the safe, responsible and efficient ex*****on of the Phase 2 expansion, which will further strengthen Canada’s role as a supplier of lower-carbon LNG to global markets.”

Phase 2 will include the construction and commissioning of an additional LNG storage tank and two new liquefaction units, known as trains, doubling the facility’s production capacity to approximately 28 million tonnes per annum. The expansion will enhance processing, storage and shipping capabilities to meet growing global demand for reliable LNG.

“Reaching FID is an important milestone for LNG Canada and Fluor,” said Pierre Bechelany, Fluor’s Business Group President of Energy Solutions. “Our long-standing relationship and successful delivery of Phase 1 provides a strong foundation for the work ahead. As construction progresses, our focus will remain on safety, quality and collaboration with our partners, First Nations and local communities.”

The joint venture delivered Phase 1 including engineering, procurement, fabrication management, construction and commissioning of two processing trains and associated infrastructure. The facility began producing LNG in June 2025. Handover of the facility was completed in October 2025.

Located on Canada’s west coast, the LNG Canada site benefits from access to abundant natural gas resources and an ice‑free deepwater harbor. With the Phase 2 expansion, the facility will be positioned to make a greater long‑term contribution to global energy security and strengthen Canada’s position as a leading LNG exporter.

LNG Canada is a joint venture comprised of Shell (40%), PETRONAS (25%), PetroChina (15%), Mitsubishi Corporation (15%) and KOGAS (5%).

JFJV2 is a Canadian joint venture comprised of Fluor Canada Ltd (50%) and JGC Constructors (No2) BC Ltd (50%).
