The Clarity Report has been with journalists, economists and policymakers for a week now. One response keeps coming back, and so does one question.
“Outstanding.”
That was how a federal senator responded after reading The Clarity Report, handed to him a few days earlier by Mal Cayley in person.
If you’re catching up, The Clarity Report: The Housing Case File is Mal’s two-year forensic investigation into how Australia’s housing system broke, decision by decision, over thirty years. It’s set out like a case file, with sixteen exhibits and every figure sourced. The Jury Room is where the full report lives online at theclarityreport.com.au. It’s open to everyone, free to read, with no paywall, so you can weigh the evidence for yourself.
Since the Jury Room opened, the report has made its way to journalists, economists and parliamentary offices. The feedback shares a common thread: it explains how we got here in a way people can follow, check and use.
For Mal, that matters more than the praise. That’s the real test of a report like this. Every figure is sourced and open to challenge, and it’s holding up in front of the people best placed to challenge it.

Equifax has just measured what Australian construction has become: company exits up 114% in a year, and only 23% of new builds finishing on time. The Clarity Report documents how it got there. The Jury Room opened to the public yesterday, and the whole case file is free.
Of the Australians surveyed who had followed an active new-home build over the past year, just 23% reported that their project finished on time
Which means 77% did not.
That figure is not ours. It comes from Equifax, whose inaugural iCIRT Construction Index landed on 17 September. The research combined a YouGov survey of 1,063 Australians with Equifax’s own commercial credit bureau data.
The Clarity Report: The Housing Case File is a two-year forensic investigation into how Australia’s housing system failed, written by Mal Cayley and published under the Optiwise Market Intelligence banner. It was finalised on 30 June and went public last week.
Equifax published four weeks before it. Different team, different method, entirely different data. A household survey and commercial credit information on their side. Government statistics, legislation and two years of reconstruction on ours.

Two investors can buy the same property and end up in completely different positions.
Ask people why they bought and you'll hear one of three things. I got a good deal. Great location, should do well. The cash flow looked strong.
None of those are a strategy. They're reasons found after the decision was already made, usually to settle the nerves that come with a purchase that size.
The investor who does well started somewhere else entirely. Their position. Their timeline. What they needed the property to do. What happens to their next purchase because of this one.
Strategy is the difference. Everything else is just the listing.

The biggest risk in property isn't buying at the wrong time but not knowing enough to decide.
All risk comes from a lack of knowledge. A lack of knowledge creates fear, and fear either freezes you or pushes you into a decision made for the wrong reasons.
That's what waiting actually is. Not caution, but a gap in what you understand about your own position, your borrowing capacity, and what a specific asset would do to both.
Uncertainty in the headlines isn't the problem, the uncertainty about your own numbers is.
Close that and the decision stops being a gamble on conditions.

There is a lot to feel unsettled about in property news this month. There’s been talks of a downturn spreading. Negative gearing changes are still working their way through investor portfolios.
It would be easy to read all of that as a signal to freeze, sell, or second guess a strategy that has taken years to build.
We would ask you to do something different instead: sit with it for a moment, and take a look back at the fundamentals (and more specifically, our articles where we explain all this). Once you do, a familiar pattern appears. This is not a new problem or a new risk. It is the same story we have been telling investors for over twenty years, showing up again in a fresh set of figures. The specifics change every month. What drives them does not.

One of the biggest mistakes investors make is assuming everyone should follow the same path.
They shouldn't. The strategy for someone buying their first investment property is rarely the same as the strategy for someone building their fifth.
Your income is different. Your equity position is different. Your goals are different.
That's why successful investing isn't about copying what someone else is doing. It's about understanding where you are today and making decisions that move you towards where you want to be tomorrow.
The best property isn't the one that worked for someone else. It's the one that fits your strategy.
Because property investing isn't a transaction. It's a journey. And every journey starts from a different place.

Every experienced property investor shares one habit in common: they know exactly what they’re protecting themselves from before they sign anything. It’s not luck that separates a good outcome from a bad one. It’s the work that happens before settlement, work that most buyers never see and even more never think to ask about.
Here’s what that work is protecting against. The New South Wales Building Commission’s 2025 Strata Defects Research Report found that 53 per cent of buildings assessed had serious defects, a figure consistent with its 2023 findings, meaning this isn’t an isolated problem correcting itself over time.
Separately, research from UNSW’s City Futures Research Centre found that up to 85 per cent of apartment buildings constructed since 2000 in New South Wales contain at least one significant defect, with waterproofing failures accounting for close to 40 per cent of all issues reported.
These aren’t cosmetic paint-chip problems. They’re the kind of structural and compliance issues that show up years after settlement, once the builder has moved on and the warranty period has quietly expired...
